The Manager of the IT Project Management Office is responsible for developing and leading a strategically oriented IT project management office (PMO), with the objective of prioritizing and optimizing the resulting value from the program, consistent with the strategy of the organization and within the resource capacity of TriMet.

This position provides project management leadership for all IT projects and facilitates best project management practice through all IT projects. Works with IT Management in the implementation of the IT Strategic Plan. Manages analyst and project management direct reports to ensure technology projects align with short and long-term business strategic objectives.

This role requires being in the office three (3) days per week.

Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers’ experiences and of TriMet’s product and service offerings.

Essential Functions:
1. Develop and manage an IT project/program/portfolio management process including the systems required. Establish detailed project management methodologies and templates for all IT project efforts regardless of scale and complexity. Ensure business case, project charter, objectives, scope, expected benefits, staffing, funding and project milestones are clearly defined and agreed to prior to project launch.
2. Support the Information Technology Governance committee (ITG) and work with Management and key stakeholders to develop a plan for project delivery and ensure consistency with agency strategic priorities and goals as defined by Executive Leadership via the ITG planning process. Provide monthly reporting of active project status to ITG and stakeholders.
3. Lead IT Project Management activities including development and enforcement of standard methodologies, direct oversight of large, complex, and/or risky projects, and facilitating and mentoring other project managers, and providing quality assurance assistance for all projects.
4. Track Enterprise Project Backlog. Create a Project Resource Plan as a mechanism to allocate resources to projects. Ensure alignment of staff resources to emerging priorities.
5. Oversee ongoing project delivery to ensure IT managers and staff are regularly communicating with stakeholders and providing project status updates. Measure, evaluate and report on project implementation and outcomes based on predetermined objectives.
6. Manages, plans, directs, coordinates and reviews the work of Project Manager, Senior Business Systems Analyst, and technical support staff, including hiring, performance management, and coaching. Provide mentoring, training, and development of staff competencies in project management skills.
7. Participate with the Chief Information Officer and IT Management in the development and implementation of the IT Strategic Plan.
8. Member of the core team developing and leading TriMet’s PM Community of Practice.

Position Requirements:

A minimum of a Bachelor’s Degree is required with a Bachelor’s Degree in Computer Science, Management Information Systems, or Business Administration with an emphasis in technology or information systems, or a Master’s Degree in Business Administration with an emphasis in technology or information systems being preferred.

Six (6) years of total credited experience.*

Five (5) years of Program/project management office experience in a lead role are required.

Five (5) years of IT and business/industry work experience, including relevant experience leading complex multiphase cross-functional transformational technology projects are required.

Two (2) years of lead or project management or staff management.

Non ClinicalPMP – Project Mgmt Professional – PMP Certification is required within one (1) year of employment.

Or any equivalent combination of experience and training.

*The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the “credited experience”.

Salary Range:
Minimum: $137,860.00
Maximum: $206,789.00

Salary offers will be determined by a candidate’s education, training and relevant experience. Any final offer of employment will fall within the range stated above.  For transparency, we choose to list the full available grade range, however, TriMet’s salary administration process will ultimately determine the final salary offered.
