Human Resource Manager
The Human Resource Manager provides a full range of HR-related services in Region 3, covering the Southwest corner of Oregon. The main office is located in Roseburg, but customers are located throughout the beautiful Southwest region, home to countless wineries and year-round opportunities for recreational activities. The salary range is $4448-$6249/month. This position is located in Roseburg.
As a Human Resource Manager you will:
- Advises, consults and problem solves with managers and employees. This involves application of collective bargaining agreements, policies, procedures, personnel laws and effective management practices.
- Advises supervisors on developing and communicating performance expectations and recommends a course of action when expectations are not met including recommending training, facilitating conflict resolution, disciplinary measures and other interventions.
- Investigates work-related issues related to performance, behavior, and formal and informal complaints. Interviews witnesses, prepares report of findings and recommends appropriate actions.
- Conducts pre-dismissal meetings, prepares reports and makes recommendations to managers. Develops or oversees the development of formal disciplinary actions for appointing authority signature.
- Mediates with supervisors, union representatives and employees to resolve or respond to grievances including formal Settlement Agreements.
- Acts as an agency representative and testifies at arbitrations, ERB hearings, unemployment hearings and trials.
- Supervises a professional-level HR employee including setting performance standards, setting workload priorities, assessing development/training needs, coaching, corrective action and evaluating performance.

Position Qualifications include:
- A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a job-related course of study determined to be appropriate by the appointing authority; and three years of Human Resource professional-level experience related to the position;
OR
- Valid certification as a Professional in Human Resources (PHR) awarded by the SHRM Human Resource Certification Institute and four years Human Resource professional-level experience related to the position;
OR
- Six years Human Resource experience related to the position. Four of the six years must have been at the professional-level.
- A master's degree in any of the above listed areas of study may be used to substitute for one year of professional-level experience.
